The experienced French coach is to be assisted by former Kaizer Chiefs star Patrick Mabedi while former Durban Bush Bucks midfielder Mlungisi 'Professor' Ngubane is the the team manager.
Soccoia is set to arrive in South Africa on Sunday to begin his work with Leopards.
He told KickOff: "I am very happy to come to Black Leopards. This is a new challenge for me.
"I have had a good discussion with the president and this is a good challenge for me.
"My ambition is already to come [to South Africa], see the workforce to be able to evaluate the group.
"We will try to play good football. I love good football. We will make observations also with the players of the club to know their [strengths and capabilities]."
